CONSTITUTION AND RULES
1. Name and Objects
(a) The League shall
be known as the Greater Glasgow Premier A.F.L. and shall be affiliated to the
Scottish Amateur Football Association.
(b) The object of the League
shall be to foster and develop the game of Amateur Football.
2. Membership
(a) Amateur Clubs shall
alone be members of the League.
(b) An Amateur Club is a
Club of which all the playing members are amateurs. No Club which is run
for the pecuniary gain of a person or persons, whether or not such person or
persons are members of the said Club, shall be considered Amateur.
(c) Clubs shall be admitted
to membership at the Annual General Meeting, or at a Special General Meeting
convened for the purpose.
(d) All Clubs must be in
membership of the Scottish Amateur Football Association.
(e) The Clubs in membership
shall have the power to determine the formation of the League prior to
commencement of the season.
(f) Only Clubs with good
grass or third/fourth generation synthetic turf with a rubber infill playing fields and good changing and washing facilities will be admitted
to membership. The Executive Committee reserve the right to carry out a
ground inspection prior to admission.
(g) All Clubs in membership
must submit a complete list of all Committee Members, giving full name and
address.
(h) All Clubs in membership
must submit the official Handbook Form no later than the Annual General
Meeting. Failure to submit the form by the due date, shall result in the
defaulting Club being fined the sum of £25.00. Failure to pay fines
imposed under this Rule by the due date, may result in Clubs being Debt
Suspended.
(i) At least one member of
the Club shall have a current Sports Injuries Certificate, this being
compulsory on all Clubs in membership of the Scottish Amateur Football
Association with effect from 1st July 2010.
3. Continuation
(a) Clubs in membership must
return to the Secretary, not later than 28th day of February, the Continuation of
Membership Form. The Form will be issued to Clubs at the February General
Meeting. Clubs failing to be represented at this meeting will be sent
the form by Recorded Delivery post. Failure to return this form by the due date will result in
the Club being fined the sum of £25.00. Clubs in default will be given a further seven days to return the
Continuation of Membership Form, and thereafter any Club failing to comply
shall be deemed to have resigned, and shall be excluded from membership at the
Annual General Meeting. Clubs submitting Continuation of Membership Form
on or before 28th day of February and subsequently withdrawing from the League
before commencement of the ensuing Season will be liable for Annual
Subscription for that Season. Clubs failing to comply, shall be liable
to Debt Suspension.
(b) Clubs not continuing their membership, and intending to transfer to
another League, must notify the League in writing by 28th February confirming
which League they intend to join. The League will then advise the Scottish
Amateur F.A. confirming that the League has no objection to the Club
transferring their membership. The Club must at the time, notify the Scottish
Amateur F.A. of their intention to transfer to another League, and seek their
approval in writing, as per the Rules of the Scottish Amateur F.A.
4. Subscription, Deposit
Fee, Public Liability and Personal Accident Insurance
(a) The Annual Subscription
of each team shall be fixed by the Clubs at the Annual General Meeting.
(b) Each Club shall, in
addition to the payment of the annual subscription, deposit the sum of
£50.00, which deposit shall be liable to forfeiture at the end of the season
if such Club shall have failed to complete its fixtures without good reason,
or shall have failed to satisfy the committee of its endeavour to do so.
This sum or part, shall be used at the discretion of the league to pay any
referees claims and fines imposed on the defaulting Club. All such
monies used for this purpose shall be repaid by the defaulting Club on or
before the next meeting after intimation to do so shall have been made to the
Club.
(c) Each Club shall in
addition to Annual Subscription and Deposit Fee be liable for Public Liability
and Personal Accident Insurance, as determined by the Scottish Amateur F.A.
(d) Subscription and Deposit
Fee shall be paid not later than 30th June. Any clubs failing to pay by the
due date, will be fined the sum of £25.00, and may
be excluded from the ensuing seasons
competitions.
(e) Public Liability and
Personal Accident Insurance Fees as determined by the Scottish Amateur F.A.
shall be paid by 1st July. Clubs failing to pay by the due date shall be
liable to be dealt with by the Scottish Amateur F.A.
5. Meetings
(a) The Annual General
Meeting of the League shall be held each year not later than the second
Tuesday in June. Notification of meeting and Agenda for meeting shall
be notified by E-mail.
(b) Meetings of the
General Committee shall be held bi-monthly, although the Secretary shall have the
power to convene meetings when necessary. Clubs failing to attend the
bi-monthly meetings for whatever reason shall be fined the sum of £10.00 for the
first offence of non-attendance, and for any subsequent
offence of non-attendance, the fine shall be £25.00 per offence.
Notification of bi-monthly meetings shall be by E-mail.
(c) On a requisition
signed by at least one third of the clubs in membership and stating the
business to be considered, the Secretary shall within one month convene a
Special General Meeting. The Executive Committee shall at any time for
any special purpose call a Special General Meeting. Notice of such
meeting and the business to be transacted thereat shall be sent to each member
of the League and to all Office Bearers by E-mail and no other business except of a
formal nature shall be dealt with at such a meeting.
(d) At all meetings of
the League the President or Vice President shall preside. In the event
of neither of these Office Bearers being present, the Chair shall be taken by
a member appointed by the majority of representatives present. The
Chairman shall have both a deliberative and casting vote at all meetings and
his ruling shall be final.

7. Office Bearers
The Office Bearers of the
League shall be: a President, Vice President, Secretary, Assistant
Secretary, Treasurer, Match Secretary, and Minute Secretary, who shall be
elected at the Annual General Meeting. All Office Bearers must be
connected with a Club in membership of the League, excepting Secretary,
Assistant Secretary, Treasurer, Match Secretary and Minute Secretary who may
be neutral. One person may hold more than one position. When a
vacancy occurs the General Committee shall have the power to fill such
vacancy. All retiring Office Bearers shall be eligible for re-election.
8. Management
The management of the league
shall be vested in the General Committee consisting of the Office Bearers and
one representative from each Club in the League, except where a Club is
represented by an Office Bearer. Each Club shall be entitled to send two
representatives to all General Meetings, but shall have only one vote.
9. Executive
Committee
(a) The Office
Bearers, together with six representatives appointed by the General Committee,
will form the Executive Committee of the League. The quorum shall be
five.
(b) The Executive
Committee shall have the power to deal with business affecting or pertaining
to the League, except in so far as specially provided for by any of these
rules. All such findings and decisions of the Executive Committee shall
be submitted to the General Committee for confirmation, with the exception of
field offences, protests, late kick-offs, team-line irregularities, unplayed
and unfinished games, where the decision of the Executive Committee shall be
final. The Executive Committee shall have the power to deal with any
Club, Club Official or player for any misconduct reported to it as it sees
fit.
(c) The Executive
Committee shall have power, as occasion shall require, to appoint from its own
members and/or co-opt from the General Committee such Sub-Committees as it may
deem expedient, and to depute or refer to them such of its powers and duties
as may from time to time determine.
10. Retiral from
Meetings
A member of Committee must
retire from the meeting during the consideration and while decision is being
made on any case involving his Club, or Officials, or players connected with
his Club, or in a case in which he has presented evidence to the committee.
11. Finance
The Treasurer shall effect
all money transactions and shall submit at each monthly meeting a financial
statement of the League accounts and at the Annual General Meeting a Statement
of Accounts duly audited by two members appointed as auditors. All fines
imposed by General or Executive Committee must be paid to the Treasurer within
two weeks of the said fines being notified to the Clubs concerned.
Failure to do so may result in the defaulting Clubs being liable to a
surcharge of £10.00, and if not paid together with any outstanding fines
within seven days, may also result in the defaulting Clubs being debt
suspended. Any fines paid by cheque, and cheque not being honoured,
Clubs will be liable for any monies incurred by the League, and may result in
the defaulting Club being fined a sum not exceeding £25.00.
12. Recognition of
Service to the League
The retiring President shall
be eligible for Life Membership of the League, and the Executive Committee may
recommend to the Annual General Meeting that Life Membership may be granted to
any person who is considered to have rendered valuable service to the League.
13. Alteration to
Constitution and Rules
No alteration shall be made
in the Constitution of the League except at the Annual General Meeting or
Special General Meeting called for that purpose. Twenty-one days notice
must be given to the Secretary (in writing) of any proposed alteration in
Constitution, a copy of which shall be sent to Clubs seven days before Annual
or Special General Meetings for the consideration thereof. Any proposed
alteration shall require a majority of members present and qualified to
vote, to have voted in favour of the motion. Such alterations must be
subsequently confirmed at a Special General Meeting duly convened for the
purpose. Any proposed alteration to the Constitution shall, before
coming into force, be submitted to and approved by the Council of the Scottish
Amateur Football Association.
